Registered as CAC/IT/No. 30374 on November 28th, 2008, our Foundation is dedicated to developing and maintaining Muslim burial sites while extending comprehensive humanitarian services across Nigeria. From transforming burial sites from “ghost towns” to places of pride, to providing education, healthcare, and community infrastructure – we work to uplift communities through sustainable development rooted in Islamic values.

Theme Of The Islamic Foundation

The Theme of the Islamic Foundation for the Development and Maintenance of Muslim Burial Sites shall be based on Verse 3: 92 of The Surat Ali-Imran:-

لَن تَنَالُوا۟ ٱلْبِرَّ حَتَّىٰ تُنفِقُوا۟ مِمَّا تُحِبُّونَ ۚ وَمَا تُنفِقُوا۟ مِن شَىْءٍۢ فَإِنَّ ٱللَّهَ بِهِۦ عَلِيمٌۭ ٩٢

By no means shall you attain Al-Birr, unless you spend of that which you love; and whatever of good you spend, Allah knows it well.” 92. Sadaqal Lahul Azheem.

And Verse 2:177 of The Suratul Baqarah:-

۞ لَّيْسَ ٱلْبِرَّ أَن تُوَلُّوا۟ وُجُوهَكُمْ قِبَلَ ٱلْمَشْرِقِ وَٱلْمَغْرِبِ وَلَـٰكِنَّ ٱلْبِرَّ مَنْ ءَامَنَ بِٱللَّهِ وَٱلْيَوْمِ ٱلْـَٔاخِرِ وَٱلْمَلَـٰٓئِكَةِ وَٱلْكِتَـٰبِ وَٱلنَّبِيِّـۧنَ وَءَاتَى ٱلْمَالَ عَلَىٰ حُبِّهِۦ ذَوِى ٱلْقُرْبَىٰ وَٱلْيَتَـٰمَىٰ وَٱلْمَسَـٰكِينَ وَٱبْنَ ٱلسَّبِيلِ وَٱلسَّآئِلِينَ وَفِى ٱلرِّقَابِ وَأَقَامَ ٱلصَّلَوٰةَ وَءَاتَى ٱلزَّكَوٰةَ وَٱلْمُوفُونَ بِعَهْدِهِمْ إِذَا عَـٰهَدُوا۟ ۖ وَٱلصَّـٰبِرِينَ فِى ٱلْبَأْسَآءِ وَٱلضَّرَّآءِ وَحِينَ ٱلْبَأْسِ ۗ أُو۟لَـٰٓئِكَ ٱلَّذِينَ صَدَقُوا۟ ۖ وَأُو۟لَـٰٓئِكَ هُمُ ٱلْمُتَّقُونَ ١٧٧

177. It is not righteousness That ye turn your faces Towards East or West; But it is righteousness—
To believe in God (Allah) And the Last Day, And the Angels, And the Book, And the Messengers; To spend of your substance, Out of love for Him,For your kin,For orphans,For the needy,For the wayfarer, For those who ask, And for the ransom of slaves; To be steadfast in prayer, And practice regular charity; To fulfil the contracts Which ye have made; And to be firm and patient, In pain (or suffering) And adversity, And throughout All periods of panic. Historical Background & Introduction

INTRODUCTION:

The idea of creating a Foundation to Develop and Maintain Muslim burial sites was conceived in September, 2008 after the death of a colleague (Mal. Salihijo Ahmad, May Allah SWT admit him in Al-Jannah Firdous) who was taken for burial in one of the Muslim burial Sites in Abuja (Gwarimpa) and seeing the state of the Burial Site He was buried in, that was actually in an environmentally-unfriendly state and even unsafe to visit, challenged my mind to the need for some form of action to be initiated to create a means by which such sites are not only secure but visitor friendly particularly that We Muslims are encouraged by Our Prophet, SAW to pray for those Ahlil-Quboor.

Three of Us, Mustafa Bello, Alh. Adamu Ahmed AbdulKadir and Mal. Waziri Zanna Laisu got together as pioneer Trustees and registered an Incorporated Trustee in the Name: Islamic Foundation for Development and Maintenance of Muslim Burial Sites  (CAC/IT/No. 30374) incorporated as Trustee on the 28th November,  2008 as the first step towards creating a facility that can support the actualization of Articles of the Foundation.

The Foundation, when fully structured, will have a 37-Member Board of Trustees, with a Member each from every State of the Federation while each Board of Trustee Member of a State shall be the Chairman of that State’s Chapter of a State Committee (Constituting another Board of Trustees at the State level) made up of Unit representations from each Local Government Area to address issues relating to the Local Government Areas of that State.

In that order the Local Government Unit Representative shall equally be the Chairman of an LGA Committee (Constituting another mini-Board of Trustees at the LGA level) made up of Unit Representatives from Wards. The Foundation intends to use this configuration to generate a database of information on all such projects that it would line up for intervention whenever the resources are available.

The National Headquarter of the Foundation shall be in Abuja with Regional support Offices in Kaduna, Kano, Maiduguri, Lagos and Port Harcourt in the first instance.

Projects To Be Handled Within The Objectives Of The Foundation

Development Of State-Of-The-Art Modern Muslim Burial Sites

The Foundation shall Develop to any available standard and improve upon as well as sustain Maintenance of all existing Burial Sites of Muslim Faithful’s including transformation and modernization of all such sites to an environmentally friendly Standard, equipped with conveyance Vehicles, Ambulances, Preparations Rooms,  Mosques, standard fence-secured, well lit and horticulture and maintained regularly.  The Burial Sites, shall, by end of the day, be a place that families and friends of all the departed resting in such sites can visit and offer prayers for them at any time of the day. It should be possible for offsprings to be able to identify resting locations of their loved ones at anytime through clearly identifiable signs by all such graves no matter how long.

Investing In Education Of The Children Of The Muslim Faithfuls Both Poor And The Rich

The Foundation shall ensure that all Muslim children (including children of poor non-Muslim families in the neighborhood of such educational institutions) are offered sound Islamic and good English education through creation of very good educational institutions and development of an e-Learning delivery Infrastructure in as many locations as possible to provide them access to knowledge as well as inculcate  in them the virtues of hard work, self-reliance and (Taqwa) fear of Allah SWT;

Investing In Developments Of Worship, Education, Health And Sanitation/Public Health Infrastructure

The Foundation shall engage in non-political publications, for the benefit of extending right knowledge to the Muslim Ummah,  Charities, Building of standard Schools, Mosques (Masjids), Hospitals, Clinics and Dispensaries, Public Bathrooms and provision of Scholarships to indigent but talented students to institutions within or outside the country; Such infrastructure shall be fully supported to be in position to provide the best services expected of it and in the standard acceptable anywhere world-wide.

Special Medical Support To The Extremely Needy

The Foundation shall extend special medical support to the extremely needy and focus special attention to this layer of the rural poor and the impoverished. The Apollo Group of India Model of Doctors on Wheels shall be explored as an option to address service delivery in this area as well as empower members of the Foundation to achieve all their objectives of self-reliance, and becoming contributors to the growth of the Foundation as well as add value to the economic growth of the country, etc.;

Continued Appraisal Of Performance Of The Set Objectives Of The Foundation And Review And Modelled Against Best Practices Globally

The Foundation (foundation-Board) of Trustees shall review these objects periodically with a view to enhancing them for a more result-oriented objective and conformance with best practice globally.

Maintenance

Maintenance of all existing and newly built Sites shall be franchised out to our Muslim Sisters and Brothers through an Open and Competitive bidding process limited to such Companies of Muslim Brothers and Sisters residing in the State or Local Government Areas of such a Maintenance project and shall be paid for on Monthly Basis upon satisfactory Certification by a Consultant hired by The Foundation that may preferably be resident in that State of the Site. The Foundation shall issue, and may vary from time to time such Rules and Regulations Governing management of such Maintenance procurement franchise.

Development Of New Sites Or New Developments In Existing Sites

Development of all newly built Sites or developments in existing sites like new expansion works shall be franchised out to companies of our Muslim Sisters and Brothers through an Open and Competitive bidding process limited to such Companies of Muslim Brothers and Sisters residing in the State or Local Government Areas of such a new developments/upgrade projects and shall be paid for upon satisfactory Certification by a Consultant hired by The Foundation that may preferably be resident in that State of the Site on interim or final

Certification process. The Foundation shall reserve the Right to Source from within outside the State to deliver

this procurement Service should the appropriate capacity to support the Foundation’s ability to source and deliver such a procurement Service locally becomes unavailable in such a State of need of such a procurement Service in order to enable The Foundation meet up with its set Standards. The Foundation shall issue, and may vary from time to time, such Rules and Regulations Governing management of such procurements.

Development Of Mosques, Educational Facilities & Institutions, Public Health & Specialized Health Facilities, Sanitation/Public Health Infrastructural Facilities, Capital Procurements, Logistical Deliveries, Horticultural Beautification Of All Sites, Etc.

Development of new such facilities, capital procurements and provisions of logistical supports and deliveries to any new Site or location on behalf of The Foundation shall be contracted out to companies of our Muslim Sisters and Brothers through an Open and Competitive bidding process limited to such Companies of Muslim Brothers and Sisters residing in the State or Local Government Areas of such a new development projects and shall be paid for upon satisfactory Certification by a Consultant hired by The Foundation that may preferably be resident in that State of the Site on interim or final Certification process. The Foundation shall reserve the Right to Source from within outside the State to deliver   this procurement Service should the appropriate capacity to support the Foundation’s ability to source and deliver such a procurement Service becomes unavailable in such a State of need of such a procurement Service in order to enable The Foundation meet up with its set Standards in such a procurement. Scholarships And Special Medical Support To The Extremely Needy Persons

The Foundation shall establish a Special Committee made up of distinguished Members of The Board of Trustees (BoT) as one of such Committees that the Board of Trustees shall establish and shall be working Committees that shall be meeting regularly to consider such cases and recommend consideration to the Board of Trustees (BoT) for consideration. The Chairman shall be fully authorized to approve and immediately fund such cases that are of extreme urgency and may not have to wait till the meeting of the full Board of Trustees (BoT).
